At face value I was being asked to submit a paper for publication, by November 10th for publication on November 16th, apparently with no peer review and so avoiding all that delay and extra work of modifying a perfectly good paper in order to meet the misjudged and idiosyncratic suggestion of reviewers who clearly IOPscience is a useful tool for Physics researchers.
